Harris-Fort Bend County ESD 100 Advances STORM Ranch Swift-Water Rescue Training Facility

January 21, 2026

Houston, TX (January 2026) – Harris-Fort Bend County ESD 100 is moving toward the construction phase of its 25,000-square-foot swift-water rescue training facility, STORM Ranch. As the state of Texas leads the nation in flood-related fatalities, officials at Harris-Fort Bend County ESD 100 recognized the need for a dedicated training facility to simulate real flood conditions and equip first responders with crucial life-saving skills. Plans for this facility have been years in the making and are now becoming a reality.

The STORM Ranch facility will feature two large swift-water channels, a 2.2-acre flatwater training pond, and an urban flood rescue simulator to allow rescue personnel to train in flooded streets and buildings. The facility will provide the potential for a multitude of training scenarios, including immersed vehicle, boat, and high-ropes rescues.

The facility will also include a “Main Street” urban simulation featuring a two-story residential building, a sunken residential building, a high ropes tower, and a two-story care facility. The area’s realistic streetscape conditions will include narrowed street intersections, utility poles, a rocky gorge, and a low-head dam which will simulate varying water levels for high performance, scenario-based training.

Design and construction of the facility are being led by Calibre Engineering and their S2O Whitewater Division. Additional project partners include Cloward H2O, Liquid Design, and Norris Design. The site has been cleared for construction, and groundbreaking is set for the first half of 2026 with an 18-month timeline to completion. Funding for the facility has been provided through a variety of public, private, and philanthropic sources. The financing for the project was structured by Landon Newton with Government Capital Corporation, Southlake, Texas.

City of Campbell Celebrates New Fire Station

December 5, 2025

Campbell, MO (December 2025) – The City of Campbell and the Campbell Volunteer Fire Department recently held a ribbon-cutting ceremony for their new fire station.  The new station provides the fire department with a dedicated area to train and host meetings and has adequate areas for vehicles and equipment.  Following the ribbon-cutting, the station was opened to the public for viewing, including the office area, large bay, and storage area.  The long-awaited project has been met with excitement and pride from the community. Financing for the construction was provided by Government Capital Corporation, Southlake, Texas.

Guadalupe Appraisal District Announces Facility Acquisition and Renovation

December 3, 2025

Seguin, TX (December 2025) – The Guadalupe Appraisal District announces the acquisition of a 36,000 square foot facility with plans to fully modernize the three-story main structure. Over the past several years, the population of Guadalupe County has grown significantly, thus increasing the district’s workload and staff. The new facility will provide the district with increased space for staff operations and public service needs as well as updated technological systems. The district aims to create a functional, energy-efficient, and community-serving facility while respecting the building’s historic significance.

Renovation design is currently underway, and construction is anticipated to begin in the spring of 2026. The district expects to move into the new facility in the beginning of 2027 shortly after construction concludes in time for the 2027 equalization phase period. Financing for the acquisition and renovation was provided by Government Capital Corporation, Southlake, Texas.

Atascosa CAD Announces Facility Acquisition and Renovation

November 5, 2025

Pleasanton, TX (October 2025) – Atascosa CAD announces the acquisition of a new facility with plans for renovation. The facility, previously a fitness center, will be renovated into space for board meetings and hearings as well as office space to accommodate future growth. The District plans to begin renovations as soon as possible in order to utilize the new space for Appraisal Review Board meetings by late spring of 2026.

MVBA Law served as General Counsel to Atascosa CAD. Financing for the acquisition and renovations was provided by Government Capital Corporation, Southlake, Texas in compliance with Texas Senate Bill 2073. This new legislation enables Appraisal Districts to enter into mortgage agreements for real estate acquisitions.

“Atascosa Central Appraisal District was seeking to ensure fiscal responsibility and the best use of taxpayer dollars by investing in a cost-effective solution to secure a permanent location,” Michelle Berdeaux, former Chief Appraiser for Atascosa CAD, shared regarding the inception of this acquisition. “Government Capital’s expertise allowed for that solution while also allowing for the long-term growth that the District will require.”

NORTH BAY FIRE DISTRICT CELEBRATES FACILITY EXPANSION

October 31, 2025

North Bend, OR (October 2025) – North Bay Fire District has completed a facility expansion project on their second station which was previously unstaffed. The addition to the existing fire station includes construction of crew quarters which have allowed for staffing of the station. With two staffed stations, the district is now able to provide improved response times and ultimately better service for their customers. Financing for the project was provided by Government Capital Corporation, Southlake, Texas.

Heavener Public Schools Announces New Physical Education Facility

June 30, 2025

Heavener, OK (June 2025) – Heavener Public Schools has begun construction of a new multi-use Physical Education facility to be utilized district-wide. When the previous PE building fell into disrepair and was demolished, the district decided to replace the old facility with a newer, user-friendly pre-engineered metal building. The new 14,000-square-foot facility will have a multi-use floor for various athletics and instruction. Construction is anticipated to be completed in December of 2025, and financing for the project was provided by Government Capital Corporation, Southlake, Texas.
