Guadalupe Appraisal District Announces Facility Acquisition and Renovation

December 3, 2025

Seguin, TX (December 2025) – The Guadalupe Appraisal District announces the acquisition of a 36,000 square foot facility with plans to fully modernize the three-story main structure. Over the past several years, the population of Guadalupe County has grown significantly, thus increasing the district’s workload and staff. The new facility will provide the district with increased space for staff operations and public service needs as well as updated technological systems. The district aims to create a functional, energy-efficient, and community-serving facility while respecting the building’s historic significance.

Renovation design is currently underway, and construction is anticipated to begin in the spring of 2026. The district expects to move into the new facility in the beginning of 2027 shortly after construction concludes in time for the 2027 equalization phase period. Financing for the acquisition and renovation was provided by Government Capital Corporation, Southlake, Texas.

“Government Capital has been a key partner in helping us structure the financing in a way that aligns with our operational and budgetary needs. Their expertise in public-sector financing, responsiveness, and in-depth knowledge of the Texas Property Tax Code have been invaluable. The partnership has allowed us to advance a long-term capital project while maintaining stability for our taxing units,” Peter Snaddon, Chief Appraiser at Guadalupe Appraisal District, shared.

“Gov Cap’s innovative structuring of our financing allowed us to deliver substantial savings to the taxpayers of Guadalupe County over the life of this project. Additionally, we were able to avoid having to conduct repeated inspections or obtain owner policies that are typically required with traditional financing. This partnership has truly helped us maximize efficiency and protect taxpayer dollars,” Mr. Snaddon continued.

“I want to congratulate Peter Snaddon and the Guadalupe Appraisal District on this landmark acquisition,” Drew Whitington, Vice President at Government Capital Corporation, commented. “We take great pride in partnering with Texas appraisal districts to support them in working through the unique methodologies for financing real estate now permitted under Senate Bill 2073.”
